ie-whoever is in charge can open it, not just the person its addressed to incase the science head has changed

When adding a user with user_create, we need to set deleted='no', also, update user_load to catch an empty 'deleted' field, instead of only looking for !='no' becuase now we have users in the system without any deleted field. fuck.

Add a fix for new MySQL 5.1 where it doesnt truncate at 16 characters before comparing, so all our long usernames were failing (mysql internally only supports 16 characters)
