Re-work how it checks if someone is "unassigned" - the old way was causing problems with multi-year data, if a judge was assigned in a previous year it was getting picked up as assigned even though it wasnt assigned for the current year.

Whew! Add a new interface to link judging teams with the awards that they are
...
judging for. Can now auto-create judging teams based on awards list (one team per award).
db bumped to v6
moved judges_teams to judges_teams_members
judges_teams is now the new interface
